On 31st August 2015, Manipur Assembly passed three Bills - The Protection of Manipur People Bill, 2015, The Manipur Land Revenue and Land Reforms (seventh Amendment) Bill, 2015 and The Manipur Shops and Establishment (Second Amendment) Bill, 2015, which is against the Indian constitution and the interest of Outer Manipur Tribals. These three bills, if becomes an act is going to affect land rights of the tribals and tribals will become outsiders in their ancestral land.

On 31st August 2015 and 1st September 2015 the Manipur police forces shot and killed 9 tribal(including a 9 year old child) who protest against the passing of 3 Bills in the Manipur State Assembly. Dead bodies of 9 tribals still remain in the District Hospital Morgue, unburied. No FIR has been filed against this because the government refused it. No judicial enquiry.

It is now 257 days i e. 9th Months since they were shot dead. Outer  Manipur tribals protesting against the three Bills and demanding justice for the tribals still going on. Traditionally tribals never leave their dead bodies unburied but the case is different this time.

The Tribals of Outer Manipur are minorities, discriminated, exploited by the majority Valley people in the state. The only solution to this is the Central and the State government should implement 6th Scheduled immediately in the  hill districts/ Outer Manipur so that the 3 bills should not be applicable in the Tribal areas. Only then the last rites of 9 Tribal Martyr's body will be performed.

It is shameful for Indian government to allow 9 human bodies shot at point blank by Police to remain unburied for 257 days. Manipur and Indian government did not take any steps to resolve this issue. No FIR has been filed.

I sincerely hope that the government will solve the tribals problems in Outer Manipur and all police personnel involved in shooting innocent tribals be punished according to the law.
